Yes, the system has an option to change the Timesheet period from Weekly to Bi-Weekly through back end configuration. But when doing so, it is absolutely critical that you complete the previous weeks' Timesheets.

Otherwise the moment it is configured to display as bi-weekly, it will not allow creating a weekly Timesheet for past weeks.
