This is most often a filter or cycle issue rather than a permissions fault. Check the due-date range applied in the Goals filter — a narrow range hides goals outside it. Also confirm the performance cycle is still active; once a cycle is completed, its goals may no longer surface in the default view. Widen the date filter first and re-check.
